'Doomsday Plane'

The modified 747 is the so-called 'National Airborne Operations Center' (NAOC) ? informally known as the 'Doomsday Plane' because it is designed to serve as the Pentagon's backup headquarters in case of a catastrophic attack on the United States.

Unlike Air Force One, the NAOC can refuel in midair and is designed and supplied with engine oil, and food and water for the crew to be able to stay aloft for days. Its full crew includes intelligence analysts, communications specialists, maintenance troops, and even its own security force. The Pentagon has been using a little-known power to obtain banking and credit records of hundreds of Americans and others suspected of terrorism or espionage inside the United States, part of an aggressive expansion by the military into domestic intelligence gathering.

The C.I.A. has also been issuing what are known as national security letters to gain access to financial records from American companies, though it has done so only rarely, intelligence officials say.

Southeast Asian leaders form trade zone

Southeast Asian leaders agreed Saturday to turn their region into a free-trade zone by 2015 -- a decade earlier than previously proposed -- and create a tighter political bloc.

The 10-nation free trade zone will be adopted in two stages, with the six richer nations -- including wealthy Singapore and oil-rich Brunei -- starting the integration in 2010 and the others following later.

8.3 quake triggers Japan tsunami alert

A small tidal wave reached the coast of northern Japan Saturday following a magnitude 8.3 earthquake east of the Kuril Islands, the national meteorological authority said. No damage was reported.

A tsunami warning had been issued early Saturday for Japan, Russia and the Marcus Islands after an earthquake occurred around 0423 GMT about 30 kilometres under the surface of the Pacific Ocean.

Japanese authorities had warned of a metre-high wave striking the western province of Wakayama and of up to 50 centimetre high waves along the rest of the Pacific coast on Hokkaido, television station NHK reported. Coastal residents were urged to seek shelter.
