On December 4, General John Abizaid, the commander of US forces from the Middle East through Afghanistan, arrived in Addis Ababa to meet the Ethiopian prime minister, Meles Zenawi. Officially, the trip was a courtesy call to an ally. Three weeks later, however, Ethiopian forces crossed into Somalia in a war on its Islamist rulers, and this week the US launched air strikes against suspected al-Qaida operatives believed to be hiding among the fleeing Islamist fighters.

"The meeting was just the final handshake," said a former intelligence officer familiar with the region.

8.3 quake triggers Japan tsunami alert

A small tidal wave reached the coast of northern Japan Saturday following a magnitude 8.3 earthquake east of the Kuril Islands, the national meteorological authority said. No damage was reported.

A tsunami warning had been issued early Saturday for Japan, Russia and the Marcus Islands after an earthquake occurred around 0423 GMT about 30 kilometres under the surface of the Pacific Ocean.

Japanese authorities had warned of a metre-high wave striking the western province of Wakayama and of up to 50 centimetre high waves along the rest of the Pacific coast on Hokkaido, television station NHK reported. Coastal residents were urged to seek shelter.
